Waxed cotton is canvas impregnated with wax so water beads and runs off instead of soaking in. It is water resistant. It is not waterproof, nobody’s waxed cotton is, and we will not tell you otherwise — sustained rain will eventually get through, and a welded synthetic is the honest answer if you need genuinely dry contents.

What waxed cotton gives you instead is a material that ages properly and can be renewed. The finish wears at the creases and corners first, and a re-wax restores it, which means a bag can be maintained for years rather than replaced. That is the whole argument for the material.

It changes the decoration though, and this is the part people are not told. Wax resists ink, so screen printing goes on before the cloth is waxed, or the mark is embroidered or applied as a stitched patch afterwards. Trying to print onto an already-waxed bag is how you get a mark that peels off in the first month.
